Check Ebay for Hanna Andersson twirl skirts.

DD has some the IL's bought her from Walmart. I would pass on those b/c they get terribly wrinkly and the ruffles turn up.

Target, Kohl's and Oshkosh all have them... I personally think the ones at Oshkosh are the cutest of the three.
