help with eat,drink and be merry gift

I am going to make these for Cmas gifts....but I will use a holiday cup....we don't do artificial candies so I would prefer not to use kisses, reese's, etc. but natural candy is is soooooo expensive.....any ideas for natural filler but it has to be something edible....I will fill the cup with tissue so I don't have to fill it up with that many edible items...
