Buy a used iPhone?

DH has a coworker who wants to sell his iPhone4. We were considering buying it, but unsure if we can use it with at&t. I hink he had Verizon for service.

If he had VZW it will not work with AT&T. VZW is CDMA and AT&T is GSM which are different types of cell technology.

What if we wanted to use it as an ipod touch. Then it shouldn't matter, right?

No it wouldn't make a difference - but I'd have to guess the price for a used iPhone4 is pretty close the price of a brand new iTouch.
