Bike lock and cover?

Santa brought ds a new bike for Christmas. I would really like for us to take better care of this one thatn his last one, which is rusted in places. Unfortunately we have no covered storage space for it. Also, there has been a rash of bike thefts in the general area recently. Sigh. The bike goes in an outdoor, fenced in space that is not locked.

I would like to find a way to protect the bike from rain and to lock it. But I want ds, age eight, to be able to put it away and get it out himself. Any suggestions for bike locks and/or covers?
