I'm looking for something that's comfortable yet fitted on top at the waist, so no bulk added there under tunics, like tights, and little less fitted below the knee, and long enough to gather at the ankle. I've thought maybe I should get some hue footless tights in a longer length, or some type of legging that would do the same thing. I need black and needs to be a dressy type of look, so not denim. And reasonably priced. These look a little tight, and are the wrong color and way too much, but kind of what I'm looking for with the ankles

Okay so the nordtstrom trouve leggings didn't work. Not that fitted in waist, and I'm afraid the fabri will shrink to be skin tight and loose the loose feel the leg has (that is right on right now). Also tried some ponte knit leggings from nordstrom and they are too loose at waist, so I'd have to wear a belt, which I don't want to do under a fitted tunic!! Looking for ideas and recommendations.

What about Boden? I have their leggings from last year and absolutely love them. They are super comfy and seem to last very well.

I just got some Boden ones too. I liked them so much that I ordered another pair!

However, I have no idea how well they will hold up. Also not sure if they fit all of your requirements. There is a 20% off on them right now.

I love Theory leggings. Others have liked the Athleta leggings. Lululemon has some cute ones.

I have some Zara ones that are great. They are thicker than you may be looking for, but are more substantial.
