I LOVE these blue and red cupcakes.

Anyone know, how did they do the red circle on top with the white polka dots?

looks like a fondant circle in red, with a smaller fondant circle in white. And then royal icing or buttercream dotted tiny around the edges.
You could do marshmallow fondant. It's really really easy to make. You need to buy the coloring (for the red, and if you want bright white, for the white too). You can buy the icing color gel at Hobby Lobby or Michael's for about $2 per color.

You mix up mini marshmallows with a splash of vanilla, water, and some corn syrup in a big bowl and nuke it until it's syrupy. Stir in coloring. Then you stir in 1 cup of powdered sugar at a time until it forms a ball. You then knead it like bread and then you can use it or store it for a bit (wrap it tightly in plastic wrap and coat hands and surfaces with crisco). Then just roll it out and use a cutter to make the desired shapes.

I made DS's batman cake this year using marshmallow fondant and it worked really well and was very easy.

Looks like fondant for the rid circle and white circle in the middle. The smaller dots are probably royal icing.
