maestro crotch strap position

I am just setting up my new maestro for dd and I am confused.

The closest crotch position is basically under her bottom but the next position seems so far from her. The installation booklet says if she is 40 lbs she must be at the next position.

Is it still safe?

I assume she's over 40lbs...? (it's been a long day, lol). Don't sweat it, it'll be so nice and easy to get it buckled with that extra space down there, honestly (crash tests always show heads and shoulders flying forward, that's where you want things nice and snug).
