This is obviously YMMV, but my Walmart had tons of kids shoes clearanced....for $2-$7 each. Lots of sizes and styles, mostly summery shoes & tennis shoes. Lots of Sketchers Look-a-likes for girls, mary janes, and some white canvas shoes for only $2.
