Get a Ninjago Lego set, there are a few under $20. Ninjago is huge with this age group.

At that age, Legos are great and also Nerf guns (I'd first get the parent's blessing on that). FWIW, my younger son got Headbandz for a gift when he turned 4 and it's gotten very little playing time in our home. Maybe we should get it out again now that he's older...
