What are these white bumps under my eyes?

So I got a closeup of my under eye circles tonight using my magnifying mirror (no wonder I avoid this) and I guess my vision is worse than I thought as I noticed all these whitish bumps beneath the skin right under my eyes! Not a pretty sight, dark circles and then these bumps.

Any skin experts?

Milia from using eye cream or moisturizer?

No high cholesterol but maybe milia, I don't use a heavy moisturizer but do use under eye concealer....I need to see a dermatologist about a few things so I guess I'll add it to my "I'm getting older and getting more flaws" list! Don't always remove makeup like I should either...

My white bumps aren't as pronounced as the one's I see on the internet, but that seems to be a common issue.
