At what age are little girls old enough to wear loop-style headbands (like this: http://www.drugstore.com/scunci-no-slip-grip-headbands/qxp413970?catid=183396) rather than traditional headbands? I think the elastic loop-style would work better in DD's hair, but I'm concerned about them ending up around her neck.

I guess I never worried about that too much. They sell the crocheted loop headbands for babies, so I think they'd probably be fine. Make square you get so e specifically for kids though, because adult ones will be to big (speaking from experience here.). My DD actually does better with the horseshoe type headbands...the loops just seem to slip off the back of her head.

My Dd is the same age as yours and she wears the elastic headbands all the time. She actually prefers them. No problem with them going around her neck, but she knows how to fix them if it happens.

She knows they can't be worn at night or nap time for safety.

They're plenty wide & loose; I'd say ages 3 and up. Those kind of headbands are a personal preference. I don't like them because they either constantly slide off my head (too loose) or they're so tight they feel like they're "squeezing" my brain. LOL! Try different brands & varieties. :)

There are quite a few people on etsy that make them too. They really don't slip and are very comfortable!

Well, DD is 8 months and wears elastic baby headbands. When they slip off, they slide to the back of her head, not the front, so I've never been concerned about it going around her neck.
