Help me find a b'day gift for a 4 yr old boy

I have 2 DD's so no clue what to get! It's our neighbor so I want to get something decent but our $ range is 20-30. Also they have a young DD so not sure if that comes into play in terms of small pieces...

Boo is 4. His favorite things in that price range are:
bruder trucks (some are very $$ but Ive seen deals on amazon or at Marshall's /TJMax
other large trucks (dump truck, fire truck, bulldozer etc)
Tag reading pen and books
dress up hats (especially hard hats, fire helmets)
stomp rockets
sand toys especially BIG shovels and BIG buckets
matchbox cars
toy tools (especially a "working" drill)

I would buy stomp rockets. Great for that age, but won't hurt the younger set, either.

They are very lightweight styrofoam, so you are safe, lol! ;) They are fun for kids and adults alike.

Another fun thing for that age is the board game Busytown. Adults like that too!
