Does TRU ever let you exchange a toy w/o a receipt?

I've exchanged something there but without a receipt they will only give you credit up to the lowest selling price (including coupons etc)... for a $35 item they only gave me $16 credit, even though it was still $35 in store (I think it had been on temporary sale the week before, which wasn't when I'd bought it). Annoying, but I guess people have abused the policy in the past, so now we all suffer.
