Holy crap, is this a bullseye?

Dd is 10 months, doesn't even walk yet and is never near anything wooded. I can't imagine she would get a tick on her that I wouldn't see, but she has this rash on her elbow and it is freaking me out!

Is this a bullseye? It is on the inside of her elbow.

I would not consider it a "classic" bullseye rash just yet (at least from what I can see in the picture), but most Lyme Disease rashes are not typical. If you have pets or family members who have been outdoors, they could bring in a tick. I would get it checked out to be on the safe side. If there is any concern that it could be a tick bite and/or bullseye rash, I personally would err on the side of early treatment considering that you are in a highly endemic area.

She has been pretty grumpy, but her latch has felt a little off so I had been thinking teething. She doesn't have a fever.

We so a bath and lotion every night so between DH and myself I just can't believe we missed a tick!

No, that is a typical bug bite (mesquite probably), not a bullseye rash.
