Best deal for party plates, utensils, etc

I'm throwing a bday party for DD and was wondering where's the best deal for getting things like plates, napkins, utensils, etc

I'm doing a caillou theme so looking for primary colors like red, yellow and blue but if its too expensive then I can so regular white place/clear utensils too

Where's the best deals to get these things? Costco? Smart & final? Party city?
