Dollar Tree has a lot of plain party stuff for very cheap. Cups, plates, plastic utensils, Mylar balloons, streamers, etc. I got everything for DD's party for $15.

For favors, I like Oriental Trading although you just missed the free shipping with no min. purchase deal. DS2 is an Oct. 26th baby and for his birthday next month I got this Halloween-themed tote bags which I just received today (less than a week shipping) for 11.50 for 12 of them and they are nice and big.
