Are razor scooters for the toddlers as good/good enough? I want them to be able to use them safely, the ones with two wheels only may be beyond my 2/3 year olds still. What do you guys think?

IME no. The mini micro ones are far easier and safer for the under 4/5 set. We've loved ours.

I agree with this. DS is 5 and still uses his Mini. He loves how fast and maneuverable it is. His friends with Razors, even at age 5, can't go as fast or turn as well as he can (not sure if that's a good thing or not, lol).

I've gotten our Mini, Maxi and Sprite (for me!) all from the outlet/sale page PP linked. Great deals if you just keep checking.
