amex/visa gift card that can be used without a fee?

My MIL likes to purchase items online but my fil won't let her use their cc online...crazy! For Cmas wants an amex/visa type gc that she can use online but don't they all have some kind of fee? Thanks

If you have an Amex, you can buy Amex gift cards with no fee through their site at the moment.
