For a trip in October, I have compared travel agent's package, disney website package, and disney website room only rates + ticket rates. There is less than $100 difference between all three. So, I have read that you just need to run the numbers, and that for example, if you don't want the free dining plan (when offered), you might come out better booking aka carte vs. a package.

I'm wondering

1. Will they possibly come out with room only discounts closer to October?

2. If I book a package now, and a room discount does come out, can I change it to room only to take advantage of the room discount?

1. yes, they probably will come out with discounts for October.
2. Yes, you can rebook.

If you are using a Disney specialist travel agent, I would go with that option because they will take care of making the reservation change for you if/when the discounts come out and will hopefully find out about it as soon as it is available.

They usually do have discounts in October, but not for the entire month. We have gone twice in October, both times over Columbus Day weekend, and that was a blackout time for the discounts that ran the rest of the month. So, either the first week or so, plus the last 2 weeks of October would probably put you in the discount window.
