Buy a box of crayons and split them into groups of 3. Someone did this for goody bags at DDs school and they are her favorite crayons to use.

I did pennies, nickels & dimes one year & the kids were thrilled!

mini rubber duckies. Oriental trading has chocolate bunny ones that are super cute.

Stickers and coins would go over well I'm sure. Or what about mini erasers that are in fun shapes? You can get packs of 4 and 6 at AC Moore in the shapes of animals, food, etc. I got dinosaur erasers in a pack of 10 from the Dollar Tree for DD2 to hand out at school for her birthday, they had other animals too. Or what about plastic "gold" coins, or chocolate coins?

stickers, tattoos, erasers, those little fluffy chicks made out of what looks like pipe cleaners... or we could get really creative and do Halloween candy. ;)

Thank you for all the ideas. I'm not sure that all of these will work for a toddler, but having never done this before, I was totally clueless.

I used Fisher a Price Trio pieces one year when my boys were littler. They loved it. Maybe scout the dollar store for building toys you can separate?
