how to find the least expensive iPad Mini 2

We are going to get DD an iPad mini for Christmas and I think we have decided on the 2, versus the newest one. I am not tech-savvy, so does anyone feel like educating me on how to find the best deal on-line? I need to get a case too. Thanks in advance!

Wlamart has the iPad Mini 2 16GB for $199 right now. That is the lowest I have seen for that model, but I haven't looked extensively.
