Ebates question?

When ebates has an "up to" deal on a travel site, how can you tell what deals qualify? I purchased something through hotels.com and did not see cash back. Then I noticed that I won't get it until travel AND that it also says "up to" the percentage off...so I don't know if I will actually get it or not. Thanks!

Usually the "up to" is in big print with the various categories & exact percentages are listed further in the write up. Looking at debates hotwire page now, the top shows up to 8%. Then on the left of the site is the "cash back terms" explaining which categories are covered. On the right are the various coupon codes that can be stacked.
