Question about Nordstrom price matching

I had Nordstrom PM a pair of shoes with a 30% off code from shoes.com and they said they couldn't use it, that they could only use the 25% off code that was listed on their home page. Is this how they've always done things?

As far as I know the policy is to match the advertised price (like 25% off banner ads), not prices obtained with special codes.
