I have a package of raw skinless, boneless chicken thighs from Trader Joe's in the fridge. It says use by 2/17 - 5 days ago.
I'm guessing toss?

Probably toss, but I would open it and smell it. If it smells funky, definitely toss. if it smells like normal chicken then cook it now!
I had something similar this week. My packages of chicken said use/freeze by 2/19. I ended up freezing them on 2/20, so just a day late. we ate some already and it was fine, and it smelled ok still when it was raw.

Toss. 2-3 days past I may use but 5 is past my comfort level.

I would probably smell and feel it and use if was okay. They are fairly generous with use or freeze by dates on meats.

Toss. Why take a chance? If it had been one or two days okay, but 5, get rid of it!

I think even I would have tossed that ....well, I'd have fed it to the dogs instead ;) If it were sell by, I might use it but use by changes things for me. OP what did you end up doing?
