I wear a 14 or 16 and have 32” legs so sometimes I need a tall and have to get them hemmed. I have a lot of room between my belly button and my crotch so high waisted tend to work better for. (I wish American Eagle would make a high waisted bootcut)

NYDJ is my favorite brand and all of their styles are high waisted. In addition, they run really long. That's actually my only issue with them is that at 5'6" I can sometimes wear a petite.
ETA: you definitely have to size down in this brand, I would recommend trying them at Nordstrom or Rack.

I like Mavi bootcut jeans, and Uniqlo makes affordable and surprisingly nice high waisted jeans!
