Following -- most leggings are a bit long on me, too, and I've had a lot of trouble finding good petite ones! Hopefully someone has a good suggestion!
I have some from Loft, I think they are Lou & Grey? Or possibly just loft.

Look at 7/8 leggings. They’re meant to be slightly cropped but are just right for us shorties.

Look at Old Navy. They have petite (short) sized leggings, as well as 7/8 length leggings.
Tek gear brand from Kohls come in short length. Also yes to the 7/8 length of regular leggings.

Agree with 7/8 length leggings. I have a few pairs of varying brands from Amazon that are soft/pretty nice - and the length is perfect.

Not sure if they still make the ones I have, but Old Navy used to make crop/capri leggings. Normal leggings, not athletic wear.
