1:30 so it won't interfere with dinner. Plus, I just like 1:30 starts. Get it out of the way.

I would say 4:00. Late enough that the pizza will cover dinner, but early enough that they won't be getting to bed late.
Sunday evenings are for preparing for the week (work, school, whatever). Four o'clock on a Sunday is too late; it's family time. Some people also may have church activities. The 1:30 is late enough that morning services should be over but not so late as to interfere with evening activities.
I vote for 1:30. We would not be able to attend a Sunday party at 4:00.
I'd choose 1:30.

We've done parties at 3 pm on a Sunday the last two years and for the most part it has worked out fine. The year before that we did 3 to 5 on a Saturday. This year we are going to do a Saturday from 2 to 4. So I would recommend 1:30.
Definitely 1:30.
The pizza can count as a very substantial afternoon snack!
