bedtime routine and books

It may seem like a silly question but when is the best time to do a nighttime book. We generally give a bath (if bathnight), then change into bedtime clothes (which produces fussiness), then nurse (gets drowsy), then book. I was trying to get her to recognize that a nighttime book precedes sleep however I notice that she sometimes starts to fuss again during the book. Should I do it before nursing ...and I am afraid that will be hard since she is fussy at that time from changing. The past several nights after the routine she is WIDE awake and takes an hour of rocking to get down.
