Best travel seat for a 9 month old?

We'll be going on vacation and I need a travel seat for my 9 month old DS. We won't be doing a lot of driving because we're going on a cruise, but we will be driving from the airport to the hotel, and then the hotel to the ship, etc. We have a RA but I don't want to bring that on the cruise ship.

What about the Tote 'N Go? My concern with that is that the weight range is 25-40 pounds, but DS is only 20 pounds. Any suggestions or reccomendations?

You don't want to use a vest-style seat for a less than 1 yo, you need to have your baby rear facing. My DS is just 25 pounds and I can't imagine using a tote and go with him yet, he seems way too small to sit in the regular car seat (and he is very tall).

The lightest car seat I have found is the Cosco Touriva (Walmart) or Regal Ride (Target). We have one of these in DH's car and for travel, it is very easy to carry around and I find it easy to install.
