top tether anchor part numbers?

My MIL has a 1999 expedition and it does not have the anchors for FF the seat. What is the process to get these installed!

Ford will pay the dealer for the installation. The program is dubbed program r7c.

You have the ability to put three tethers along the middle row. None in the 3rd row.

the part number is f75z 78613d74-aa in all seation positions.

For the center position the point that it will be installed is on the floor and is described as a "drill dimple".

The outboard positions have the location along "front edge of load floor".

Call a Ford dealer and they should take care of it. There may be a charge for the part---I am not sure--- but installation is free.
