Penalty for not using car seat?

We have been in 3 accidents in the last 6 years (none our fault) and 2 of them were within 1 mile of home.

That makes so much sense. I never thought about it that way, but that's exactly right! Most parents love their kids and want to do the absolute best for them. So, of course, our parents don't want to admit that they did something that might have put us in harm's way. I think it applies to car seats, brandy in the bottle, breastfeeding vs formula-feeding, smoking/drinking while pregnant, sunblock, DEET, bacon, and so many other things. (Just kidding about the bacon!)

Oh yikes! I just cringe when I see my neighbor driving by my house with her tiny 8 yo standing up in the front of their minivan... she just thinks nothing can go wrong and doesn't care, but there are a lot of teenagers on our circle, and I don't trust a one of them... :/

I cringe too whenever I see something like that and I've wondered if I should call 911.
