Try JC Penney. There is a Thomas set on their website. You could even order it on-line and return it to the store if that would be more convenient. There's free shipping right now.

They also have the twin size Bob the builder quilts at Ross. They were $12.99 and 100% cotton. I saw them at all 3 stores I went into this week, so I think they had lots in stock.
