Looking for "fancy pants"

Just wondering if anyone knows where to find fancy pants (with or without lace on the butt) in colors other than white. I think they may also be called "rumba pants." I know that sometimes a matching pair comes with a dress, but not always (especially now that she's in toddler sizes) and sometimes white just isn't the right color.

My daughter wears a lot of dresses and I just don't like the look of a diaper or especially a Pull-Up underneath the dress when she's picked up or not sitting like a little lady! Of course now that it's colder out, she wears tights with her dresses, but I feel they're even too thin to really cover the Pull-up sufficiently for my modest taste. I'm not sure if this is how to do it, but I'd put the fancy pants over the tights? Is that weird?

Any suggestions? I know that there are "diaper covers" that come in all sorts of prints, but I'm looking for something a bit fancier.
