Safety of blinds vs. curtains

We are about to get new window dressings for our 23 month old son. We prefer blinds. But he's been playing around quite a bit with the vertical and horizontal blinds in other parts of the house (we do have the cords shortened). My concern is that since he can reach the blinds, he might pull them down.

My question is whether using curtains would be a better option?
Or perhaps, is there a way to further childproof blinds beyond shortening the cords?

Have you considered plantation shutters?

I have the cordless blinds in every room in our house. They are more expensive, though.
