Doesn't permanent mean something that you can't undo, such as say putting in a window? You can always repaint, so wouldn't that be kind of "removable" or temporary?
Another less permanent option is to use fabric. On the show "Room by Room" they use starch to stick it to the wall. You can just pull it down whenever you want. You should be able to find instructions on the HGTV website. www.hgtv.com My biggest hang-up on that would be the cost of fabric. I mean you would need yards of the stuff.
I think the "hanging a quilt" idea is really good, and you can hang extra curtain panels for extra color.
I know how you feel about white walls. It would drive me plum nuts. I'd probably paint and either repaint or eat the security deposit.
