They are very easy if you have a sewing machine that does a zig-zag. I make them for gifts all the time. You can get the towel and hand towel (for the hood) and have a nice gift for under $10. Add a matching washcloth for a set.

This looks great. Would the toddler sized ones be suitable for newborns too, or would you recommend using smaller towels?

For newborns, you can make the traditional "hood in the corner" type. The toddler ones would be a little on the big side. We used them from about 12 mos on, but they would work if you didn't have any small ones. Here are some patterns, but basically, you can use a washcloth folded in half and sewn to the corner of a towel:
