Is this happening for everyone or just me? It seems that in all the forums I visit, the posts are not being bumped up when someone replies.

When you are viewing all the topics in a particular forum look up at the top of the screen. It says something like Topics Sorted By: and then a number of choices. Make sure "Last Updated" (or something similar) is bold and all the others are not bold and underlined. If "Last Updated" is not bold, then click on it and it should sort the way you want. If that isn't it I don't know what else it might be!
