Not sure if this is what you meant, but this is my go-to party dip:
Spread 1 pack of softened cream cheese in the bottom of a pie plate or 8x8 baking dish, top with chili (I use canned Hormel no bean chili), top with grated cheddar and/or pepper jack. Bake until bubbly. Serve with tortilla chips. yum. And everyone loves it and asks for the 'recipe'.
If I am feeling fancy I tp with chopped scallions or diced black olives.Donna

If you meant red, white and blue in color:
How about a dip with red, white and blue chips? Trader Joe's has potato chips that are red bliss so the edges are red, they have blue tortilla and blue potato chips too. Regular old chips for white.
you could also have sliced radishes since those are red/white, grape tomatoes and I can't think of a blue veggie right now.
