Are they the colored ones? My DD loves to make art out of them. I have never given her a specific projects with them, just construction paper, glue and markers. They have become stick people, stems for flowers etc.
Here's a few projects that look cute though!

http://www.dltk-kids.com/type/popsicle.htm I may show her those reindeers and have her make a few to hang on the tree.

I made a reindeer ornament with those sticks with my daughter this week:

We make "puppets" in our classroom with them. Have your DC color any coloring book pictures of basically anything. (A girl, a boy, animals, houses, etc etc) Cut out, attach to the stick, and voila...a puppet! Then they can make a fun puppet show with them. We made adorable squirrel puppets and then sang all our squirrel songs with them- the kids love that kind of stuff!
You can also make picture frames, jewelry boxes...

Oriental Trading always has cute crafts that are made out of craft sticks. I am sure you could get some cute ideas from them. I just got a kit that makes a Christmas tree out of them.
I teach special ed 4-5 year olds. It takes a lot to keep them engaged in circle time since they are all highly distractible and have limited attention spans. Puppets, movement etc all help to keep them interested! We made adorable turkey "puppets" for Thanksgiving and I put the words to all out turkey songs on the back so the parents could sing them with them too.
