Not a solution, but a question - how old is your child? I notice you're new to these boards and wonder if you know about extended rear-facing. It is recommended that kids stay rear-facing until at least age 2 now. If yours isn't 2 yet, try installing the seat rear-facing instead. It might solve the problem, too .

After fighting with the seat for another 30 minutes, all is well. It's installed properly using the LATCH. It did help to thread the excess harness through the belt path to get extra slack out of the LATCH harness.
