Does anyone know of one? I want the parent handle but the pedals must turn with the parent handle attached. I want DD to be comfortable with the motion of pedaling.

Our Kettler with air tires will too. You can also lock it so they can just rest their feet. That's the auto-freewheel feature IIRC. The parent handle has nothing to do with it. There is a slider on the front of the frame that locks the pedals.
