Default Ideas for a party favor attached to a balloon?

Camille's party is this weekend and most guests are between 2-5 yrs. I am giving out balloons and wanted to attach something small ($1-2) to complete the favor. Any ideas?
My initial idea was to attach an ice cream coupon to a local ice cream shop but the guests live in different locations so it would be too difficult to arrange.
    Thanks!

ETA- the party doesn't really have a theme. We are keeping this party super low key (as opposed to our other 1st birthday parties). Most of the kids are cousins so they will be happy to come over and play.

I like the chalk idea - they have packs at the Dollar Store (6 for $1 I think) and I think I saw it at Walgreens recently. eta: Michaels too.

At that age (and any age so far) DS would love the bubbles and ball idea.

eta: Dollar Store had glow necklaces/bracelets (3 for $1 maybe) Can you tell I went to the Dollar store yesterday?

A package of uninflated balloons. My kids always have more fun with the blow up balloons (over the helium balloons).
