For a younger child there's both Brown Bear, Brown Bear... and Polar Bear, Polar Bear...
I'm sure there are tons more, but I'm drawing a blank right now.
I wouldn't go with Paddington or Pooh unless you can find some sort of abridged version with a child that age. I actually got both out for DS the other day because he's sitting for longer stories now, but the unabridged Paddington has next to no illustrations, and the original AA Milne books I found to be surprisingly for a much older audience. And also, very few illustrations. So, we're sticking with a slightly edited original Beatrix Potter for our longer books.

We love one called "Bear Snores On." It's a regular bear rather than a teddy bear, but the story and illustrations are cute and it's one of DS's favorites.
"We're Going on a Bear Hunt" is a big hit here! I think it's OK for the toddler set (trying to remember when we got it) but someone correct me if I'm wrong.
Hmm, you only see the bear for about half the story though.
