Each box doesn't contain an equal amount of each minifigure. From what I recall from reading brickset.com, it's the Spartan, only 3 per box.

ETA: Here's the box distribution. There are others that are only 3/box. Alien_Host, you must be right about building the armies. Personally, I've had problems finding the surfer - only one but looking for a 2nd.

People on brickset have been stockpiling the spartan and pharoh. I think people want a big gladiator set-up.

He told me there were also only a few Popstars in each box, but he didn't care for that one. Interesting, I have 2 extra unopened Spartans I think I might hang on to now...

I wonder why they chose to include 5 of a few but 3 of others...they could have had 4 for most and then 3 for a few remaining.
