Ikea makes cribs that are very low to the ground. With the whole drop side things going on a lot of people are switching to Ikea cribs... stationary sides, good for short parents.
http://www.sleepingbaby.net/jan/Baby/ - that is the link with patterns for various baby carriers. Making something a little smaller with the knowledge it might be used a little shorter might be just the ticket.
Once the child is bigger, perhaps a wagon, rather than a stroller, would be the way for her to haul him/her around. I much prefer pushing a stroller to pulling a wagon, but I am 5'3 - if I were 3 feet tall, pulling the wagon might be a lot easier. I seem to think even my son, who is 4 feet tall, finds pushing a stroller to be difficult - but he might just be giving me a hard time, LOL (You can get wagons now now with high backs and seat belts so putting a smaller child in one would work)
