Does it count as a blow-job if you don't do it to completion?
For example, if you do a blow-job for the first part and then switch to sex
to finish up, would you count that as giving him a blow-job? Or is
it just considered "foreplay"?

Personally, I think that any time (whether it's 30 seconds or 30 minutes!)

I think it depends on what was intended.

If the intent was to go to completion, but that didn't happen (because of interruption, impotence, poor technique, or whatever), then it counts as a BJ.

If the intent was to play around before the main act (to increase arousal, maintain erection, for variety, etc.) then it's foreplay.
