Update in OP: short winter boots for short little legs?
Update: I know I have seen several posts looking for wide toddler boots for the winter and I am thrilled to report that the Target Circo brand Nectar boots are everything we wanted and more! I am amazed how flexible the sole is and the upper part of the boots too. Ds2 has a wide, nearly XW, foot and did great in just 1/2 size up (he wears 6.5W and the size 7 boot fit great). He was literally racing his brother in the (empty) store aisle, which is a far cry from the hobbling gait he has in the LE boots and LaCrosse rain boots we've had him in. Thank you all!
These are what we bought:

A second runner up was this boot we found at Kohl's by Sonoma Life. The sole was pretty flexible and Ds2 walked well in them. But we have deep snow for several months in the winter, more than enough to go over the tops and inside these boots making for wet, cold feet. If we had only occasional snow but lots of wet weather I might have bought these instead. They also fit well just 1/2 size up.

OP: Ds2 has a wide, toddler foot size 7-ish. But, his legs are so short that all the boots come up to his knee and even a bit above. We have a collection of LE boots and I tried him in rain boots with wool socks, but those were still too tall.
He can't walk well, at all, and he clearly doesn't like it. He needs boots for going outside twice a day at day care and because we are facing 6 months of winter.
Any suggestions for a low-top winter boot or something that is just plain shorter?
