When I hit the Quick REply in the new forum, I don't see smilies to include in my message. I'm not sure I see the regular reply button either???? I am confused!! Please help.

When you use the quick reply, there should be a row of buttons for formatting the font right above where you start typing. There is a yellow smiley face in that row of buttons, and that opens the emoticons window.
