One of DD's favorites is The Princess in Black - you can get the paperback edition on Amazon for that price point (OK, it's $5.33)
She is also partial to the Katie Fry, Private Eye books. The first one is The Lost Kitten and it goes for $3.99.
We are also huge Mo Willems fans here, but we mostly get the Pigeon books. Sadly, I rarely see those at the price point you're looking for ($5 and under.)

I second this. DD was way into fancy Nancy from k-2. The paperbacks and easy readers are under $5.
My DD loves Ladybug Girl! There are several titles in that series for $5 or less.
