Default Conservative Prom dress for tomboy??

Again, this is not for dd as she is not going LOL Her friend is kind of a tomboy and hardly ever wears dresses but she plans to go to prom. She doesn't want anything low-cut and wants to be comfortable and is not comfortable with anything fitted. But they still want Something feminine… Any ideas? She's been rejecting a lot of dresses and mom is now desperate as it's coming up soon. I can relate as dd is similar, except she's not a tomboy!

This might not be formal enough but it's pretty simple and might work for the tomboy types.

This one offers a lot of coverage and doesn't look tight but the sequins may be too much:

This one is not low cut or tight:

Thank you! Seems it has to be floor length- the third Nordstrom one looks ideal! She is petite, too.
